Chairman, basically this is a reduction of Kshs1 billion which was provided to cater for pending bills but unfortunately it could not be factored in the Budget because of the constraints of the Budget. However, we have said that the first charge at all times should be pending bills. So, we are hoping that in the Kshs14 billion that we have, they will be able to consider and make sure that as a first charge, they will be able to pay the pending bills. Thank you, Hon. Chairman."
