    "content": "The other part that I congratulate the Committee very much is to curb the Cabinet Secretary (CS) for the National Treasury not to increase VAT, if those proposals do not come from this House. That will control the CS, so that taxes are not increased arbitrarily. I congratulate the Committee for doing that."
