    "content": "On a point of order, Mr. Speaker, Sir. The Government has had problems in the implementation of projects. There is one very clear case of this ceiling of Kshs500,000. The Ministry of Public Works was not involved in this. The Office of the Deputy Prime Minister and Ministry of Finance and the Constituencies Development Fund Board are not competent to issue that kind of directive without involving the Ministry of Public Works. Will I be in order to ask the Assistant Minister to go and have another meeting with the Ministry of Public Works so that he can report to this House the ceiling, otherwise the projects are going to stall?"
