    "content": "The last bit is that we cannot give our power to the National Treasury. Who will punish the Cabinet Secretary for the National Treasury for overtaxing Kenyans? Is it the President whose bread is paid by the State? But for us, Members of Parliament, Kenyans will punish us if we increase taxes. Responsibility over taxes should remain in this House and VAT should be controlled by the House."
