    "content": "The other issue that I must appreciate the Committee for doing is touching on the issue of deleting Clause 20 that sought to remove the role that this House plays in subsidiary legislation. It has become customary in this country to continue to claw onto the mandate and responsibilities of the Houses of Parliament by the Executive. Clause 20 was in furtherance of that State capture or the Executive capture of the Legislature. I must thank the Committee because it has led this House in denying the Executive the opportunity to capture the Legislature further.
