    "content": "The opportunity for that is always there during the Second Reading of the Bill. This is why I always encourage Members to debate in the Second Reading of the Bill. The Leader of the Majority Party said that Hon. Omboko Milemba is a seasoned Member. Debate takes place during the Second Reading of the Bill. Our rules are very clear that when you resolve into the Committee of the whole House, you should not relate and debate. This is expected to have happened during the Second Reading of the Bill. This is the stage at which you discuss the Report of the Committee. All the things which I referred to in the Communication that I have just given are in the Report of the Committee. Having listened to the Cabinet Secretary for the National Secretary, the Committee put that in their Report. Therefore, Members are encouraged to always look at the Reports of committees at all times."
