"content": " Hon. Temporary Deputy Chairman, you know that as a House, we are not addressing… This amendment is good, but who is the custodian of pension funds? It is the National Treasury. They always bring it here through a supplementary budget and reallocate money or pension from the Consolidated Fund Services to pay other things. So, this House must first deal with the National Treasury to make sure that the amount of money allocated for pensioners is secured as per the Constitution in the Consolidated Fund Services. Second and finally, county governments have become culprits and I want to put notice to those who want to become governors. They deduct even normal statutory deductions. In fact, next we should go and ask KRA, the Controller of Budget and the Central Bank of Kenya not to release money to counties or to entities without deducting the statutory requirements."
