    "content": "We need to have a system to look into what we can start, finish and pay for, rather than starting many projects and we are unable to finish them and the contractors are not paid. The Government needs to listen and be careful with what is on the table because we are not going in the right direction. When the CS was here presenting the budget, he said that all pending bills should be paid by 30th of this month. It is a few days to 30th June, yet money has not been sent to the departments. He pronounced that even the counties should pay their pending bills by 30th, but if State departments do not have money, how will the pending bills be paid before 30th June?"
