    "content": "Sections 6 and 7 of the National Government Constituencies Development Fund Act and particularly subsection 2 provides for accumulation of NG-CDF funds. It also provides for carry forward. So, there is no time that the Treasury can refuse to release funds that were due to constituencies for a particular year, even if it is not in this financial year. It must be provided for in the subsequent years. Therefore, I want to make an appeal to the Chair of the Budget and Appropriations Committee to ensure that in the subsequent Budget, supplementary Estimates I or II for the coming year, that amount of Kshs4.9 billion is considered."
