The National Government Constituencies Development Fund Act provides for carry forward of funds that have not been released for a particular financial year. It also provides for accumulation. There was a dispute of over Kshs4.9 billion that has not been provided in the Supplementary Estimates I, Supplementary Estimates II and even in the main Budget. It is important that it goes on record that the Treasury does not have power to retain funds that were allocated to constituencies."
