    "content": "I have been following the National Government-Constituencies Development Fund (NG-CDF) debate. As you know, in the course of the year, it took most of my time and others, working with the Chair of the Constituencies Development Committee. When we looked deep into why Members did not get the money, we discovered that the Board, in its wisdom, used part of the money to pay for arrears. When we came to the First Supplementary Budget, the only amount that was ratified was Kshs13.7 billion for last year.
