    "content": "There are a number of issues that come out very clear in this Report that we need, as a Committee, as Parliament and as people of Kenya, to review. One of the issues that has come out and was mentioned when we were discussing the Supplementary Estimates with the Committee was that on average there is under utilisation of approved Budget by approximately 8.5 per cent over the five years.
