    "content": "I support the Bill in the sense that it gives us a position. We will now fund the transfusion services in the country. We will standardise the processes. Standardisation is what we have here. Some think that this role should be done by the counties. They are supposed to do things based on standards that are developed by the national Government like the vaccines that we are rolling out now for livestock and human beings. The standard must be set by the national Government in terms of how it is supposed to be processed and how these things are supposed to be handled. The person who finally handles them in the county government should do it through a framework that we are talking about here. Blood transfusion must have a framework, national policy, legislation and standards in terms of how it is supposed to be done. After that, county governments, private hospitals and any other practitioner can implement it for purposes of moving forward."
