Somebody must have responsibility, so that if it is not done, there is a place you can go to. Like in this case, we are saying the contracting authority will have the responsibility to conduct public participation. Everybody will assume that the other person will conduct public participation and then it ends up not being done. That should be part of the clarity to Hon. Makali."
