    "content": "Hon. Temporary Deputy Chairman, I had the same worry about this amendment. However, the New Clause 44(a) solves our worry, for those of us who wanted to oppose. At least, restricted tendering has been made very clear under the New Clause 44(a). Why do I support that? That is why we have a problem in Mumias. The only people who can buy Mumias as a private entity must be people who have history in sugar milling."
