    "content": " Hon. Temporary Deputy Chairman, I support the Committee on this. What Members of the Committee need to appreciate is that this amendment is not coming in isolation. If you look at the Order Paper, you will see a new clause will be introduced. Once you agree to this, there will be a New Clause 44(a) that defines the circumstances under which restricted tendering would take place. The sentiments that have been expressed by Members are all captured in terms of it being complex, specialised, the time and cost, and evidence to show that there is only a few suppliers."
