    "content": " Hon. Speaker, I just wanted to say that this is not the first time that this Bill is coming before the Departmental Committee on Health. Towards the end of the 11th Parliament, Hon. (Dr.) Pukose brought the same Bill. We realised that this Bill has a lot of interest. As the other Hon. Members were discussing this, I overheard the former Leader of the Majority Party, Hon. Duale, saying that it has so many interests that in a way, he participated in ensuring that it did not move forward."
