    "content": "Secondly, supplementary appropriation arbitrates the Budget process. It is an easy means of the Executive to get hard cash. As far as Article 223 of the Constitution is concerned, this is money that has already been spent. Who spent it? So, why ask us? Clearly it is said that they bring the Supplementary Estimates as soon as the House comes into Session – ten days! But, we are finishing the Session and getting a Supplementary Budget. Hon. Speaker, I do not want to be the odd one out. I support it."
