    "content": "Hon. Speaker, the justification is simple because it is a structural correction to ensure that the figure reflected here corresponds to what is reflected in Treasury warrant. The original figure on the Bill was a net including both recurrent and reductions, but the new figure being proposed in this amendment is gross total increment.
