    "content": "The other big issue is the wage bill. It overrides development in our counties. Every governor who comes in wants to reward and please his people. The only way to do that is to give job opportunities. By doing that, a huge amount of the allocation that goes to the county governments is now taken up by wages. How does this Bill treat this? What is the remedy? The wage bill is over 50 per cent in some counties. When will we attain development? It is a big matter that we need to address."
