When the term of a particular office of the county public service board ends, it takes quite some time for the governor to appoint another one. It delays development. Some counties take as long as even one year. What does the Constitution say? How is it treated? Within which time should it be replaced? Those are some of the things that we need to look into, so that our counties develop and our country grows."
