    "content": "When we visited the factory, it was not operational. However, the Committee had meetings and looked at various facilities at the factory, including the modified trucks for transporting the workers. We also visited the clinic which has a pharmacy and laboratory. We noted that the factory’s operations had stopped for 18 months from June 2018 to November 2019."
