    "content": "health, but I think that has now been dealt with. We need somebody with technical knowledge who can have a direct link with these people. In general, this Bill has been improved from the version that was read before the House last time. It is worth noting that we can now process and take it forward to the next level. The other thing I want to talk about is that there should be good budgetary allocation for these services. We urge governors not to just concentrate on Level 4 and 5 hospitals. They should also think about the common mwananchi or the person in the village who most of the time does not have the resources to seek health services at Level 4 hospitals. Remember that people who go to Level 4 hospitals are likely to have gone to Level 1 and 2, proceed to Level 3 and finally end up going to Level 4. I hope our governors will have a keen interest on the work that is done by the community health volunteers and make attempts to make adequate budgetary provisions for the work that is done by these important people in provision of health services to our people. Mr. Temporary Speaker, Sir, as I have said, since most of the concerns I had last time have been taken on board, I support this Bill and hope that we will process it quickly, so that it becomes an Act of Parliament during this term of the Senate."
