This being consideration in Committee of the whole House of the Kenya National Library Service Bill, National Assembly Bill No. 5 of 2020. Hon. Members, I wish to guide the House as follows: This is with respect to amendments proposed by individual Members on the said Bill and the application of the provisions of Article 114(2) of the Constitution and Standing Order No.133(5).
