    "content": "Mr. Temporary Deputy Speaker, Sir, this amendment was meant to create a National Environmental and Climate Change Commission. This is because matters of environmental management in this country are not well co-ordinated. The issue of climate change is an issue of international importance. The aim of this was to create a strong commission to manage environmental issues in this country. Currently, we have institutions that are very weak like the National Environmental Management Authority (NEMA) which cannot handle environmental issues. That is why we have very many environmental problems in this country. However, because of the mood of this House, I would like to withdraw this amendment."
