    "content": " Hon. Chairman, this is what brought down our county governments - such blanket transition. Sometimes we overprotect employees. The wage bill in county governments is quite huge because of such clauses. You are saying it is for future implementation, but in the first draft of the Bill before deleting Clauses 5, 6 and 7, it was protecting the institution. This provision protects workers more than the institution and the institution may have a bigger burden."
