    "content": "This is a case where people who own the land do not have a problem. They realised that they need security and they cannot be safe without the armed forces. So, they want to be compensated for their land. It is fair for the Government to ensure that those people are compensated. That is the responsibility of the NLC. They should ensure that those people are compensated so that the armed forces occupying the land at the moment continue being there to ensure that the people living in Mandera are secure."
