We have used the issue of poverty levels to increase the number of counties that were benefitting from the Equalisation Fund. However, marginalisation does not mean poverty. Marginalisation means that because of continuous deprivation of infrastructure to an extent that a school is 40 kilometres away, that is when we really need the Equalisation Fund to bring those counties up to speed with other parts of the region.
