    "content": "The Foreign Service of a country is a very critical tool of securing security of a country and its prosperity and development. Indeed, they say that any war represents a failure of diplomacy. They always say that diplomacy is the first line of defence. Therefore, it is of great importance that the “Service”, as defined in the Bill, is staffed with skilled and professional diplomats. That is what we are trying to do as a Committee: to have a Foreign Service that is equipped with skilled professionals who can represent this country anywhere in the world."
