This is one of the greatest things this Departmental Committee on Defence and Foreign Relations has done to this country. From the outset, I would like to commend Hon. Katoo ole Metito for steering this process and ensuring that this Bill is before the House. I had the opportunity to serve in this Committee before and we attempted to introduce this Bill as a Committee, but it was not possible because the parent Ministry and the Attorney-General were said to be working on the Bill, but thanks to Hon. Katoo for the move he has taken. Hon. Deputy Speaker, Kenya is a member of the world community and being what we are."
