    "content": " Thank you, Hon. Temporary Deputy Speaker. It also demarcates very clearly the respective roles of the cabinet secretary and the principal secretary. This has been alluded to by other Members. This is an issue. At the moment, there are no clear clarification between the roles. This particular Bill will help in creating a harmonious and a well-functioning Ministry of Foreign Affairs. Passing this Bill will empower the foreign service to represent this country more effectively. Also, as has been mentioned, we are the most important diplomatic hub in Africa and, indeed, in the global south. We are hosting the headquarters of two UN agencies, namely, the United Nations Environmental Programme as well as the UN Habitat Human Settlements and we have over 50 regional centres of UN agencies, international organisations and NGOs. We must leverage this particular diplomatic power that we have for the articulation of our own national interest. We must also develop partnerships. We live in a very complex environment. Without partnerships in the East African Community, in the African regional organisations, the Horn of Africa, the European Union, the Caribbean Region and in the United Nations, we will not go far."
