"content": "that we exist. I know we have come a long way as a nation through various activities that have sold the country globally. One area that we have championed so much is tourism. As much as we continue focusing on tourism, we also need to explore other areas. It is for this reason that I find this Bill timely and I support it. While I support it, I have a number of reservations. One is that the Ministry of Foreign Affairs does not have the capacity it requires to deliver the image of the country out there. I would imagine that the best we must think about is to boost the capacity of this Ministry so that it is able to deliver the aspirations of Kenya as a nation. I also want to look at the way the Ministry has handled affairs of Kenyans out there. We have had many deaths. We have also had many people jailed illegally. The activeness of the nation in trying to help such Kenyans in one way or another has been very poor. Kenya has a number of people trained in various fields. I would want to see Kenyan missions staffed with skilled people, many of them qualified in emerging areas like ICT and actuarial sciences, so that they can bring a difference in the way Kenya interacts with other countries. In that regard, the Bill proposes a number of requirements on staffing to ensure that professionalism is guaranteed. If this can be followed, then we will have missions that have the capacity required to make the change that Kenya needs to have in the global village. With those few remarks, Hon. Temporary Deputy Speaker, I stand to support this Bill. Thank you."
