When the Procedure and House Rules Committee considers those issues about lapsing of Bills… Of course, there is that possibility, Hon. Mule. If you have a Bill and unfortunately, God forbid, you do not make it to the next Parliament, it will be so difficult for the new Member who will have become the Member for Matungulu to come and deal with it. He will just pick it and throw it away. He might not make anything out of it. I am saying this because, Hon. Mule, you know this. We have had cases here of Members having difficulties with the accounts of the CDF because the Members who have taken over have come and rubbished whatever was being done in the previous committee. You can imagine with Bills. You just have to allow that a new Parliament should start from a clean slate. That is the tradition."
