    "content": "We are amending Section 58 of the County Governments Act, so that we can deal with two positions, which in my view, are professional positions as far as the county governments are concerned. The Leader of the Majority Party, being a very experienced accountant, knows very well that if we are to get a body to deal with accounts, we will insist that the body must comprise of qualified accountants. Matters of the county public service board are purely human resource, employment and dismissal of employees. I know of a county where the governor came into office and directed that certain people should be sacked and others be employed. What he has had for the last four years are court cases because he was oblivious of all employment laws in the country, including labour relations."
