"content": " Thank you, Hon. Temporary Deputy Speaker, for the opportunity to speak to this amendment Bill proposed by the Senate. It is like I was thinking in the same breath with my brother from Funyula. The proposals being made do not seem to improve the Act that is already there. The two amendments basically remove the qualification requirements for the secretary to the county public service board and introduce qualifications on the part of the chairperson of the board to be a professional in human resource. Already as the Act is, the chairperson does not have those professional qualification requirements. I agree with the Member for Funyula. You do not need to be a human resource professional to chair the public service board at the county. I do not think it is meant to be. The role is just to chair the board and ensure that policies of the county public service are adhered to. It requires experience and managerial capabilities, more than the actual professional aspect. When you amend Section 58(1) of the Act, that is how you affect professionalism of the board because it is the secretary of the board that is supposed to play the executive role. I agree with my brother, Hon. Oundo, that these amendments do not seem to improve the Act that is already there. Therefore, I do not think this Bill should be supported because it is not improving anything. If the whole idea of us legislating is to better the laws and the legislative framework that runs the country, whether at the county level or at the national level, then we should strive to bring amendments that are going to make the laws and practices better. What is the objective of this amendment? On that account, I can only make a guess, that the amendments are allowing governors to appoint people of questionable qualifications, who are The electronic version of the Official Hansard Report is for information purposesonly.
