    "content": "Three, there is the issue that this Bill gives the farmers an opportunity to own the sugar- cane industry by providing a 51 per cent of shares in case of privatisation of the sugar companies. This is one of the best things that have happened. In terms of the recruitment of the members of the Sugar Arbitration Tribunal, Hon. Wamunyinyi, I hope you are aware that tribunals fall under the Judiciary and, therefore, I propose that we amend this to allow the JSC to recruit all the members because of that requirement. Let me also give a chance to my colleagues."
