    "content": "Mr. Speaker, Sir, I rise to pursuant to Standing Order 48(1) to seek a statement from the Standing Committee on Devolution and Intergovernmental Relations regarding the alleged illegal payment of legal fees to outsourced law firms by the Nairobi City County Government. In the Statement, the Committee should: - (a) Outline reasons for paying only law firms a total of Kshs795.9 million out of the county’s allocation of Kshs2.5 billion meant for the clearance of all pending bills in the 2018/2019 Financial Year; (b) State whether documentary evidence was availed by the law firms to support the payments made by Nairobi City County Government; (c) State the progress made by the Ethics and Anti-Corruption Commission (EACC) on the investigation of the legal fees paid to lawyers for services by the Nairobi City County Government during the 2018/2019 Financial Year.
