    "content": "Article 153(b) of the Constitution says CSs are to provide Parliament with full and regular reports concerning matters under their control. How many times do they provide those reports to Parliament? For example, has the CS for the Ministry of Agriculture, Livestock and Fisheries ever given a report to Parliament on what they have been doing in the Ministry? Madam Deputy Speaker, we have many questions, petitions and statements from Kenyans. This means issues of people are not well addressed by CSs. If they would provide regular reports to Parliament, then the number of petitions and statements would be minimal. I support this Bill and hope it will see the light of day and becomes an Act of Parliament."
