    "content": "We said we would then loop those people into the industry. I said we would take them to skill upgrading. There were those who were in the Jua Kali sector who were not very refined in terms of their skills. There was a Directorate of Industrial Training (DIT) at the Ministry of Labour which was transferred to my Ministry of Technical Training and Applied Technology. We used the DITs in Kisumu, Nakuru, Nairobi and Mombasa, to do upgrading skills in the evenings."
