    "content": "What is the purpose of vocational training? Madam Temporary Speaker, why do we have this law coming into place? First of all, this is a function which has been devolved to the county governments. The national Government only takes care of a few national polytechnics and the universities at the higher level. The main function in the Fourth Schedule of our Constitution is bequeathed to county governments. It is important that the county governments are able and ceased with the facts and figures and the law to manage these vocational training. That is one reason."
