    "content": "County governments need to provide resources for attachment. While the vocational centre is still running, there are some materials and equipment that county governments should procure. Our humble suggestion is that county executives give priority to learners from vocational centres. That will give them hope, for example, that when they are doing plumbing work that they can be incorporated in the county government and be given jobs."
