    "content": "Madam Temporary Speaker, the Bill designates the CEC Member responsible for trade as the authority responsible for the registration of validly licensed vendors within respective counties. In this respect, the CEC Member shall be expected to maintain an up to date register of all validly licensed street vendors in the county and submit to the vendors unit an up to date list of all street vendors holding a valid license in their respective counties every three months."
