    "content": "Mr. Temporary Speaker, Sir, funding of the Institute is properly captured in the Bill. We have said there will be a levy. We used to fund--- If you wait for the Government to fund any research institute, it will fail. Here, we are saying because this is our Institute as coffee growers, we will fund it through a levy. We are comfortable that way because we used to do it before when we had a vibrant Coffee Institute. We will do it again so that we get the Institute that will serve the coffee sector."
