    "content": " Thank you, Hon. Temporary Deputy Chairman. I beg to move: THAT, the Bill be amended in Clause 4 by inserting the following new sub- section immediately after subsection (2)- “(3) Without prejudice to the generality of subsection (2), the provisions of the Public Procurement and Assets Disposal Act, 2015 shall- (a) not apply to a public private partnership project, if all the monies for the project are from the private party; (b) apply if there is counterpart funding that is, including public funds, for the public private partnership project. This clause exempts PPPs from the Public Procurement and Assets Disposal Act. So, it is meant to specify that in the event that public money is used, the Public Procurement and Assets Disposal Act should apply."
