    "content": "Mr. Speaker, Sir, the circular goes further to say:- “Where internal investigations reveal that a serious criminal offence may have been committed, and that further investigations may need to be instituted, external investigators, including the police, the Efficiency Monitoring Unit (EMU), the Inspectorate of State Corporations (ISC), the Kenya Anti-Corruption Commission (KACC), the Kenya National Audit Office (KENAO) or any other agency authorised under the law, may be called in to assist. These second tier investigations should be concluded within two months.”"
