    "content": " Thank you, Hon. Temporary Deputy Chairman. The Government is intending to do big projects. If you take the example of the expressway, to mobilise equipment and get all the necessary approvals will require say, 12 months. So, I support the Committee in its proposal of ensuring that this goes to 12 months, but which should safeguard the Government from legal action by the contractors. I think the Government has got a lot of contracts that it has done and people have actually extended the contracts. For instance, we have seen the Kenya Pipeline Company and the Zakhem issue. There are pending bills. So, when it comes to the public private partnership, I think it is important to also protect the Government and ensure that there is limited time within which a contractor is supposed to implement the project. So, I support the Committee."
