The purpose of the Bill is to reduce bottlenecks. If we are making any amendments to increase bottlenecks and yet we have a Committee that has representatives from the national Government and county governments where a project is submitted for determination of all these factors... If we say that a project has to go to the Attorney-General who single-handedly determines the county government’s dispute, then we will just get into further disputes."
