    "content": " Mr. Speaker, Sir, this is an extraordinary moment. In moments like this, we need extraordinary leadership and decision. It is incumbent upon you to guide this House so that we can make decisions that are consistent with the Act and the Constitution. I say that we are in an extraordinary moment because we have to make decisions for this country at this moment on how to proceed with the document we are about to deal with. We are either to approve or disapprove. I want to agree with the hon. Member for Sirisia that we should find in our wisdom another avenue for us to engage this document so that we can present a document that is agreed upon, to the referendum. This is within our power, especially if you interpret these particular provisions appropriately."
