    "content": "Mr. Speaker, Sir, I emphasise that what the House is supposed to do is debate all proposed amendments to the Draft Constitution and submit to the Attorney-General. I think this is critical. After this, what do we submit to the Attorney-General? We submit to the Attorney-General the Draft Constitution and any proposed amendments as may be approved by the Assembly in accordance with Paragraph (b). Paragraph (b) says that you cannot alter the Draft Constitution unless we get 65 per cent majority. So, what we are supposed to give the Attorney-General is the Draft Constitution itself."
