    "content": "Madam Temporary Speaker, these layers of Government will also provide policy and regulations to guide star-up ideas by the youth. They shall ensure that they form public private partnerships (PPP) with non-governmental institutions such as the World Food Programme (WFP) and the United States Agency for International Development (USAID) just to name but a few. Those institutions will provide ideas to our youth. They will even enhance the fact that they may encourage these youths to show them the market. When the hands of the youths are held, they will even expand their ideas globally because the world currently is a global village."
